Yes, you can apply for the SSC JE exam even though you are a diploma holder from lateral entry. You must possess experience as for regular diploma candidates.

The basic eligibility criteria required to apply for RRB JE and SSC JE recruitment's are given below,

@ In order to be eligible for RRB JE recruitment, candidiates must have completed Diploma in concerned discipline from a recognized university or institute. If you have done Diploma in Mechanical Engineering course, I can say that you will be eligible for sure. The minimum age required is 18 years and maximum age should not exceed 33 years. Also there is an age relaxation for reserved category Candidates.

@ In order to be eligible for SSC JE recruitment, candidiates must have completed Diploma in the concerned stream or Bachelor's degree BE or BTech in the concerned discipline from a recognized university. If you have done Diploma of 3 years, you are certainly eligible to apply for this recruitment also. The maximum age should not exceed 32 years. Also there is an age relaxation for reserved category candidiates.
