yes u can aligable for marchant navy course but your qualification in commerce then u can apply for GP Rating course because u have no PCM(Physicas,chemistry,math) so you r aligable for gP rating(Stcw course)as seaman then you can career prosessing by gp rating course give exame of 2nd mate or 3rd mate for cheif eng.

as far marine engineering is concerned there is no better institute than MERI kolkata. its the oldest and prestigious college in india. this institute provides 100 % placements to its cadets and sometimes several cadets gets placed in more than one or two companies. entrance in this college is through iit-jee marks.
