without passing 12th you can not take admissions in graduation course.
If you want you can take admissions in Diploma course.

If you want to do graduation then you have to pass 12th with any one stream among the following:-
> Science
> Commerce
> Arts

No, you cannot do degree course after 10th without passing 12th or its equivalent. If you want to do degree course you need to do diploma course , 12th or its equivalent. So ,if you are not interested to do 12th then you must take admission in diploma then after you are eligible for any degree courses.

I have done diploma in computer science, and have backlogs in final year. Now I want to have a BA degree..... as I have not cleared them....how can I apply.. diploma is after 10th.

No,you can't do any degree course with 12th exam.
After 12th you can join any bachelor's degree courses like :- B.A. ( bachelor's in arts), B.com( bachelor's in commerce) B.sc ( bachelor's in science) and so on courses.
