I have studied 5 years (6-10th) in ts and inter 2 years in ap then will I be considered as local in ts can I get the fee reimbursement

Sir I studied up to SSC in telangana and native in Hyderabad from 20 years so 3 years diploma I joined in Rajasthan again I want to join in Hyderabad for b tech so I will consider as local or non local to take spot admission for lateral entry

Can I write emacet exam because I am cbse I have studied from nursery to know 12th in only one cbse school so can I write emacet. Will i be considered as local or nonlocal. I live in telangana only I have born here only. So is I am eligible for emacet
So cbse student can apply for it
