For duty of NASA by EEE DIPLOMA BACKGROUND Can a EEE diploma holder can apply for NASA?

You absolutely cannot get into NASA with a diploma. You need to do first your bachelor's and then go abroad for studies otherwise there is no chance of getting into NASA.

Yes, you can apply for NASA. As you hold a degree in electrical engineering, there's no doubt you would be able to land a job at SpaceX or NASA if you pass the interview.

If you hold a degree in applied science, there is no doubt you'd be ready to land employment at SpaceX or National Aeronautics and Space Administration if you pass the interview.
