im completed tenth standard can i able to study fashion desing in college

After 10th you will be able to do diploma in fashion designing which doesn't hold that much value. You should at least have proper graduation in the course to make a good career path for yourself.
So, i advise you to first complete your intermediate and then think about the graduation course course in fashion designing.

The graduation course i am talking about is the
B.A. in fashion designing
from reputed colleges or universities and then pursue your M.A. in the same or work under some designer and gain experience or team up with some sort of an agency.

But first step is completing your intermediate and getting admission in some of the good colleges. Like other courses also, there are entrances for this course which would get you into some good government colleges which of course have better placements.
So, you can prepare for the entrances like-
