Institute of Banking Personnel Selection (IBPS) is an autonomous agency in India, which started its operation in 1975 as Personnel Selection Services.

As per my knowledge, yes you are eligible to appear in bank clerical interview after scoring 127 marks in IBPS exam with OBC category.
