You are not eligible to appear for the IAS exam having failed in 3rd year Engineering. You have to be a Graduate to be eligible for IAS.

IAS stands for INDIAN ADMINISTRATIVE SERVICE, there is no separate exam as IAS exam, so to become an IAS officer one has to appear and crack Civil Service Exam conducted by UPSC.

QUALIFICATION FOR CIVIL SERVICE EXAM:-

-The candidate must be an Indian National
-Should have either appear for the final Graduation Degree exam opr pass in any stream of education from a recognised University.
-Should be within the age of 21 to 30 year with upper age relaxation for reserved candidate.

In order to become an IAS officer one has to go through the three tire selection process:-

CSAT- Civil Service Aptitude Test-Preliminary Exam

Civil Service Main Exam

Personal Interview

As you are interested for IAS, first complete B.Tech. Degree in Engineering in order to apply for Civil Service Exam.

Hi ,

In order to appear for I.AS exam, the candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.so,i am very sorry to inform you that you are not eligible for this exam ,unless you pass out your B.tech.your zeal towards I.A.S is very good,so you should strive to complete your B.Tech.
In order to appear for the exam you must have attained the age of 21 years and must not have attained the age of 30 years .

Number of attempts:-

The maximum number of attempts restriction is effective from the examination held in 1984. In case other eligibility conditions apply:
General candidates: four attempts.
Scheduled Caste and Scheduled Tribe candidates: No restriction.
Other Backward Classes: seven attempts.

with regards,
GOUTHAM.

You cannot apply for IAS exam if you have failed in engineering. Moreover you can apply for IAS exam only after you fully complete your engineering. The main qualification required for this post is a graduation. Maximum age limit to become an IAS officer is 30 years. You will have to attend personal interview if you get through written examination. Hence, you need to first reappear for the 3rd year exam and then finish 4th year studies also to apply for this post.
