Can I get admission in any private engineering college approved by AICTE in Jharkhand?

I couldnot appeared in any engineering Test. At this stage can I get admission in any Private Engineering College approved By AICTE in Jharkhand?

can i get admission in b.tech,mechanical without appearing any engg. test in jharkhand,only on the basis of class 12 marks
