Can i get a govt college i got 1408 in general and 311 in girls rank?

It depends upon whether you are talking about engi or medicine. In engg you can get a seat in CSE and if possible ECE(in newly established govt colleges) bsed on your rank and girls reservation.
In medicine you may or may not get it depends on seat availability but you can get a good pharmacy college.
Choose wisely.

You don't mention in the Question which type written exam you wrote,so I think you are technical student...........

I can give advise you to if your written medicine exam 311 is good rank,and also you can get admission in Government college................
OR
If you are Engineering student 311 is good rank,and also you get admission in Government college.............
OR

you can Written any degree entrance exam and also get admission in Government colleges or universities............
