I have passed 9th from a school in Lucknow and needs to migrate in Varanasi for 10th standard from a school affiliated to CBSE Board. So, how can I get migration certificate from my present school? My friends are telling that I won't get migration certificate for class 9th as only after 10th migration certificate is issued. Are they correct?

9th migration certificate is rarely seen in any school. You only need to have the transfer certificate from the the school you studied in class 9 that will all for you to get admission in different school in class 10
