I'm a B.Tech graduate with specialization in Computer Science and I want to join the Black CAT Commando wing of Indian Army. Am I eligible for it? If yes, then how can I proceed with this?

No, you cannot join NSG as per your qualification. For joining NSG or National Security Guard, you must be part of any armed forces of India like Indian Army, CRPF, SSB, CISF, ITBP or BSF.
Since, you are an engineering graduate and not in defence force. So, currently you are not eligible for joining NSG.
