UPSC exam are conducted every year.the forms can be obtained from any post offices across India.

Important date:

1. Release of Notification: september 2011

2. Last date of submission of application form: 01.02.2010

3. Date of Examination: third or last week of May, 2011

The last date for applying is 1st feb 2011

I think you are talking about the civil services exam conducted by UPSC for recruitment of officers to various posts like IAS, IPS, IFS, etc.

The notification for CSAT(earlier it was called prelims exam), the first phase of civil services exam has not been issued yet. It is expected to be issued in the month of february.

The tentative dates for CSAT is as follows:

date of notification : 19.02.2011
last date for receipt of CSAT CSE(P) applications : 21.03.2011
date of commencement of CSAT exam : 12.06.2011

Application form for CSAT 2011 is still not available. You can apply online also. Just go to the UPSC website to fill up the online application form.

You can collect the form from the post office. These forms should be available from 19th February. Make sure you read all the instructions carefully. Also you must keep a copy of the application for reference if required. Make sure that the form reaches them by 21st March.

The last date of submission depends on the exam you have applied for. Details of upsc exam is given on www.upsc.gov.in.
Forms are available in Head Post Offices/GPO. My suggestion would be to purchase the form from the upsc post office, fill and submit it then and there.
