I have completed BE degree after 10th followed by Diploma 3 years. Am I eligible to write IBPS Bank exam for Clerks and SBI PO exam as well? When and how to apply for these exams?

You are eligible to appear for the Clerk recruitment examination with the above qualification.

The minimum required educational qualification is that candidate must have passed bachelor degree from a recognised university. The age limit varies with examination.

There is no limitation on the stream of bachelor or minimum required aggregate in bachelor degree.
