As far as you are concerned about the age limit for appearing in Civil Services examination ( often known as UPSC examination ) Preliminary Test held by UPSC, then it is 21 years to 32 years as on 1st August of that year in which the examination is being held. Upper age limit relaxation is applicable for candidates belonging to reserved category as per the government norms.

So, being 19 years old at present, you cannot turn 21 by the 1st August 2019, and therefore you are not eligible for appearing in the Civil Services examination 2019.

The minimum eligibility criteria required to apply for UPSC (Civil Services) Preliminary examination 2019 are as below :-

I) You must be an Indian citizen.

II) Your age must lie in between 21 years to 32 years as on 1st August 2019. Age relaxation is applicable for reserved category candidates as per the government norms.

III) You must have completed your graduation degree course in any discipline from a recognised University. Students pursuing final year of their degree course are also eligible.

So, being a student of 2nd year bachelor degree course and 19 years old, you are not eligible to apply for the UPSC i.e; Civil Services examination Preliminary test 2019.
