is engineering the best course that will lead to my IAS GOAL OR can BA english be helpful?

To give the IAS exam you just need to be a graduate in any discipline.

So it hardly matters which subject you choose to become an IAS officer.

But you can go ahead with engineering as they job options will only increase then. If you can't make it in IAS, then you can easily look for jobs in other sectors.

So choose wisely.
