sir i have cleared all subjects of first year in govt. college of amravati and iwant to get transfer to sp college mumbai but i have got freeship so still i have to pay all four years fees of amravti college

Yes you are eligible to apply for the college transfer. A candidate after the first year can apply for the college transfer. You can apply for the college transfer under the following conditions.

(i) If he/she has fallen ill after joining the source institute.

(ii) In the eventuality of death of both parents/guardians, or the parents
is/are suffering from diseases like Cancer and AIDS.

(iii) In the event of harassment of a female student

So if you fall in any of the above then you are eligible to apply for the college transfer.
It should be noted that you can't transfer to another college if they are in same city and also from a private college to a government college.

sumit if u want a transfer amravati to mumbai so firstly taken a information about any seat vacant in mumbai in you branch if yes then apply for a transfer firstly you take a transfer letter from your board then your college provide a second transfer letter than submit your letter to mumbai.because you got a freeship it continue tkere also.first clear any seat vacant there after that all process start.so

i think it not posible take transfer from one college to the other college you should complete your study in one college only so dear it time wast of doing all these practices so better to concentrate on your study .ok best of luck
