this completely depends on the board and the school in which you are studying and the rules of the particular institution
If an average of your schools are taken into consideration and you clear the passing criteria then you can be promoted to 10th standard if your 9th standard is considered as a board or three board at it may be in some of the state than you may face some problem
If you want to sit for your 10th standard exams and fail to clear your 9th standard then you can apply for the following as and external student through the NIOS board or rather repeat your 9th standard and continue with your original board and your school
