Is it mandatory to pay semester fees in order to release our original documents?

Hi Sir/Madam, I am studying in engineering college in Maharashtra but I am not interested in engineering. So, how to quit? I got that seat through reservation quota Maharashtra CET. Now the thing is that I came to know that I have to pay whole three years college fee because of my original documents are with them, is that true? Currently I am in first year semester 2.
