Is it mandatory to study 6 months for appearing 3rd semester arrears exam for a Graduate with 5 years gap?

Hi, I am from Chennai and I have completed my Graduation around 5 years ago with an arrears left of my 3rd semester. Now, after 5 years I have contacted the HOD of my college and she said to study for 6 months again in the college to appear in the arrears subject. So, is it mandatory?
