Maximum number of attempts allowed in class 12th under WBCHSE Board's curriculum?

In 2018 I was disqualified in 12th exam and in 2019 I was unable to give my exam. If in the year 2020 I again disqualified then in 2021 I will be able to give my exam or not under West Bengal Council of Higher Secondary Education - WBCHSE Board?

In any board of India, there is no limit on number of attempts for appearing in board examination of 10th and 12th.

You can appear for WBCHSE board exam of 12th again in 2021 when you get failed in 2020 exam. Give your level best to pass the exam in 2020 itself, do not be pessimistic about your talent and strength.
