UPSC stands for Union Public Service Commission. UPSC conducts large number of examination every year. For UPSC exams like CAPF, Civil Services exam etc, the minimum academic qualification required is bachelor's degree in any stream from a recognized university.

So, it is necessary that candidate must have done bachelor's degree from a recognized university. UGC provides recognition to large number of university for bachelor's degree and master's degree. Even BCA from AICTE approved colleges is applicable for UPSC exams.

BCA from Amritsar College of Engineering and Technology will be applicable for UPSC exams.

Civil Service Examination is conducted by UPSC.

Examination is conducted for recruitment as an I.A.S, I.P.S Officer.

The eligibility to appear for the examination is that candidate must have passed bachelor degree from a recognised university.

It is not mandatory to approved by UGC only. Recognised by any AICTE, UGC etc.

So, if you qualify the required qualification then you are eligible to appear in the examination.
