I am SBC caste and I want to apply for OBC caste and my caste comes under OBC Central list. I want to apply for Net exam, do I require non creamy layer of state government or non creamy layer of central government.

According to the criteria if you fall under the non creamy layer and you want some advantages of your following yes you will require to submit the following in your net exam
according to the rules and regulations the non creamy layer certificate is issued by the tahsildar of the constant State government or the state in which you are residing, hence the non creamy layer certificate must be issued by the state government
