Possibility to apply for TY.B.Com in Mumbai University after a gap of 15 years since 12th?
Dear Sir, I had completed 12th in 2004 from Mumbai university and than I had done Professional Diploma in Retail Skills course in 2017 from AIMA. And, now I have to complete my graduation. So can I apply directly to TY B.Com under Mumbai University?

No, you cannot attend the exam because the course limit is 3 years, maximum course limit is 6 years so you need to complete your course within this 6 years. You have 15 years of gap so you cannot apply for the exam. If you want a degree you need to start from the first year.
