Any candidate who fails in an examination is not permitted to go to the next higher class. If a candidate fail in theory/practical clinical examination of a subject he/she will be declared failed in that subject and he/she will have to appear both for theory and practical clinical examination again. So, yes it's possible and compulsory to clear your 3rd year. Other rules and regulations I have mention via pdf file. Please go through.
