If I do my engineering graduation with a college on which below conditions are applied, then will I be eligible for UPSC exams like: IAS, IPS, IFS?

Applied condition on my selected college for correspondence engineering graduation:

1. Affiliated with a university which is approved by UGC but not approved by AICTE?

2. I'm going to do my engineering with distance not regular which is offered by this collage?

Please, clear the confusion for both above condition.
