What are the chances of admission in College after qualifying HSSLC with 400%?

I have passed out my HSSLC examination from Mount Carmel Higher Secondary School from Kohima/Nagaland. My result percentage is only 40%. Can I get admission in any recognized colleges in Nagaland for Graduate degree courses?

To get admission in graduation degree in Nagaland ,one must score 55 percent aggregate in Class 12..
