When OBC quota from 15% to 21% would implemented in education institutes run by government of Delhi?


Govt. of delhi recently passed in cabinet on 25.7.2011 the obc quota from 15% to 21% in DTU, NSIT, IIIT Delhi and IP university. when obc quota from 15% to 21% implemented in education institutes run by govt. of delhi

If obc quota is implemented in ip university then why ip university does not call obc candidate for first counselling
