You have completed M.Sc in Pharmaceutical Chemistry, so you are eligible for government sector jobs like

1.Civil Service Exam

2.Staff Selection Exam

3.PSC exam

4.IFS exam

M.Sc in Pharmaceutical Chemistry candidates are not eligible for UGC NET exam but you are eligible for CSIR NET exam. If your masters degree marks is above 55%.

Yes, you can very much appear for NET examination after completion of your PG qualification. You should also have a B.Ed degree to appear for the examination.
