If you are talking about post graduate diploma then you can surely apply for it being a graduate in any discipline but your percentage will be an issue because most of the institute ask for 50% marks in graduation.

There is only one option which is GMAT for which 50% marks is no needed and you can apply for it. GMAT scores are accepted for admission in many top colleges for PG diploma course.

Yes, you can apply for one year Diploma course in Railway Transport Management stream after passing graduation with 36% marks.

Candidate must have passed graduation or diploma course from any recognised university in order to apply for admission in one year Diploma course.
