List of colleges without sponsorship for doing pre sea training after B.Tech?

I have a B.Tech degree with 60 percentage, I would like to do the one year pre sea training course to be a marine engineer, I would like to know whether every college will ask for sponsorship from a shipping company or can I join a college without a sponsorship..if so what are the names of those colleges? What are the procedures to get me enrolled in these colleges? How should I approach?
