Both IIT and UPSC exams are tough. But,UPSC exam is tougher when compared to IIT. UPSC exams known as Father of all the exams conducted in India.
For applying for IIT test, education qualification that you need is 12th with Non-Medical.
But for UPSC exams, minimum education qualification is Graduation degree.

It is not possible to select the tougher examination among these two examination.

Both the examination has different eligibility, scope and syllabus. Even most of the candidates who qualifies in IIT do not qualifies in UPSC where as candidates who qualifies in UPSC most of time not able to qualify in IIT.

So, if you will work as per syllabus of examination you will qualify in it.

UPSC stands for Union Public Service Commission. It is not an examination, it is an examination conducting authority which conducts large number of exams like NDA exam, IES exam, Civil Services exam, CAPF exam etc.

IIT entrance examination is JEE. Joint Entrance examination has two stage namely JEE Main and Advanced.

UPSC exams and JEE exam is totally different. Both are tougher at their levels. There is no such hard and fast line that shows that UPSC is harder or IIT is tougher. You can get previous year papers at official website of JEE and UPSC.

Second UPSC, UPSC is abbreviation for Union Public Service Commission.
