You have completed M.Sc degree in Computer Science with 54.5% so you are not eligible for Ph.D course.

Those candidates who have completed masters degree from a recognized university are eligible for Ph.D entrance exam. General and OBC candidates should hold 55% and above marks in masters degree. For SC/ST candidate its 50% and above in masters degree.

Your age should be below 28 years for JRF post.

Post graduation is the main qualification required to apply for PhD course.

So, after M.Sc computer science you can definitely apply for PhD course.

But you are required minimum 55% marks to apply for PhD courses. Many reputed universities offer PhD courses in this subject.
