I Want to do PhD in political science without clearing NET exam.. But my Percentage is a little below than 55.

Yes, you can pursue a Ph.D. by clearing the respective entrance tests of the particular University/Institute and then followed by the interview of the University/Institute.

No, you are not eligible to get into PhD having completed your Post Graduation degree with less than 55% marks (or 50% in case of reserved category candidates) which is the basic requirement for getting admitted into PhD course.

Also, you cannot appear in NET (National Eligibility Test) which also requires the same educational qualification as required to pursue PhD course.

Yes. Ph.D. can be done without clearing the NET exam. But it only depends on the University. Because many universities allow only internal interviews and written exams for admission to Ph.D. courses.
