Except Indira Gandhi National Open University and Yashwantrao Chavan Maharashtra Open University, no other Open Universities are allowed to offer M. Phil and PhD programs.
MPhil and PhD programs can be offered only at the part time or full time.

As per my knowledge, MPhil in chemistry is offered by IGNOU.

Definitely M.Phil ( master's in philosophy) can be done through distance education or correspondence University but these University are recognised University.
You must postgraduate with minimum 55% from recognised University.
You can get admission in any universities.

No. As per UGC norms, MPhil done through correspondence is not valid.
