GATE rank is not the only criteria for admission in Ph.D at IITs. Even non GATE candidates and other highly qualified candidates apply for Ph.D admission at IITs. The most important part will be the interview.

If you can perform well in the interview and have an excellent academic record, then you definitely have a good chance of admission. Just qualify GATE with the best possible score you can achieve.

It is totally impossible to tell you the cut off marks required in GATE for doing Ph.D in electrical engineering. Because, the cut off marks does not remains the same every year in every institute it keeps on changing and varies on the following factors:

> Number of candidates appearing for the examination.

> Number of seats available.

> Difficulty level of the paper.

Hence, if you fulfill the cut off marks set by the respective institute then you will be eligible to do Ph.D in electrical engineering.

Look, the cut off marks for offering the Ph.D course in Electrical Engineering varies from College to College. However candidates must score above 25 marks in GATE examination in order to be eligible to opt for Ph.D course. So, you must try to score above 25 marks in the examination for pursuing the above mentioned Ph.D course.
