You have to study first B.E or B.Tech and then you have to study M.E or M.Tech with 60% marks. This is the main eligibility to study the PhD course. After that you have to appear for an entrance examination and then an interview. The course is available in many universities like,

Lovely Professional University - http://nest.lpu.in/phd/
Amity University - http://www.amity.edu/phd/campuses.asp
Madras University - http://www.unom.ac.in/index.php?rout...urse&deptid=21
IGNOU - http://www.ignou.ac.in/ignou/aboutig...s/detail/561/2

You have completed Diploma so you can now B.Tech and M.Tech for Ph.D admission.

If you have completed masters degree from a recognized university then you are eligible for Ph.D course. General and OBC candidates should hold 55% and above marks in masters degree. For SC/ST candidate its 50% and above in masters degree.

There is no age criteria.
