I am M.Tech in Civil engineering holder and wanted to do PhD in Energy Efficiency for Wastewater Treatment Plants. Where to apply for it? Should I do it from abroad?

Yes, if you are really interested to pursue Doctoral from abroad you can pursue from India or abroad as there are several colleges are offering this course.
As far as my best knowledge is concerned, there is only one institute that offers this PhD in Energy Management course in India and that is Indian Institute of Technology, IIT Jodhpur. If you are willing to pursue from India, you can contact that college for more details of the course. You are required to appear in Entrance Examination that is conducted by this college.
