The eligibility to pursue Ph.D. is that candidate must have passed post-graduation from a recognized university with a minimum 55% aggregate.

So, you are eligible to apply for admission to Ph.D. course as per your educational qualification.

Having completed your Post-Graduation i.e; Master's degree with 78% marks, you are eligible for pursuing a Ph.D. degree course in the subject of your master's degree course as the eligibility for admission to the Ph.D. degree course is based on the marks requirement in the Master degree course, not on the marks of the undergraduate degree.

Further, the minimum mark required in the postgraduation degree course for pursuing Ph.D. in a relevant discipline is 55% (or 50% in case of reserved category) from a recognized university.
