I will get 19 marks in Theory and 23 marks in Practical of Physics of BSEB Board exam. I will qualify with this marks in the Board exam?

Yes, you will be able to qualify in your board examination with the marks you have mentioned, but I suggest you to try and score well as scoring so less marks will not help you in future.

If you get the marks which you have mentioned then you will be able to qualify in your subject, therefore try to score better as it is your board exams which will be of great significance in your future.
