If you have failed in std 9th in the school you are pursuing now then you will be considered as not eligible to get admission in std 10th.

So, the available option are either to continue with std 9th in same school or else take admission in another school in std 9th again.

To get admission in class 10th you need to follow CBSE guidelines and there are certain documents required to take direct admission in class 10th or 12th. The documents required are given below.

--> School leaving certificate/TC of the previous school should be submitted at the time of admission.
--> Student's Pass progress Report Card of previous class 9th/11th.
--> Transfer order of the parents/original proper shifting proof of family from one place to another place from the local authority.
--> Class 9th/11th registration card or number.
--> Details of present students strength class wise of the concerned school.

Yes, you must submit the Transfer Certificate of the previous attended college. You do not have to provide class 10th admission unless it is instructed to do so.
