now can i take admission in kolkata at any govt. collage in this year?and in which collage? and i am from tripura.

Yes any students from any state can take admission in any state but for the other state there is only some seats are reserved.

But in Calcutta there is the top two colleges which have get rank top 6 colleges list in India.

1. Presidency College, Kolkata
2. St. Xavier College, Kolkata

And top colleges there is:
1. Calcutta University
2. Jadavpur University
3. ISI
4. Bengal College of Engineering and Science
5. Vishwa Bharti University (Central University)
