Yes, you are eligible to get admission in masters in some universities in Canada and Australia.
5.5 band score in IELTS is not good enough to get admission in some good university, but there are some university from where you can do your masters.

Some colleges and universities may accept 5.5 score, but the chances of visa rejection is more in this case. Because 6-6.5 bands are mostly acceptable by most of universities and colleges. So in my opinion you should try again for best IELTS scores.
