I have completed my M.E.(CSE) in Tamil Nadu. Now I want to do PhD in Computer Science in IIT. I need to know that IIT is providing this PhD?

Yes, IITs does provide PH.D in computer science subject. You have got the right qualification for it but you need to clear other stages also before admission. Normally, there is a lot of competition for admission in IITs and you need scores like NET/GATE/SET/JRF to increase your chances of selection.

There is a crucial interview stage also which will decide the merit for selection. Therefore, if you have good academic credentials and have qualified exams mentioned above then you definitely have chance of admission.l
