Sir, I am Electrical Engineering graduate and now want to get admission in MS course in USA or UK. But I was not appeared in GRE, IELTS and TOEFL exam. Is there any chance to get admission without passing theses exams? Which university will grant admission?

No, you can't get admission in USA or UK for pursuing MS course. To be eligible to pursue MS course in USA or UK, you should have passed Bachelor's degree course from a recognised college and you have to appear in GRE and TOEFL/ IELTS examinations. Without having GRE and TOEFL/ IELTS examinations, you are not eligible to get admission for pursuing MS course in USA or UK universities.

Sorry to inform you that you can not take admission in any university of USA or UK without qualifying GRE and IELTS/TOEFL examination.
Candidates, those who have passed Bachelor's of Engineering/Technology in Electrical Engineering and willing to pursue Master's degree in the relevant discipline, must have to take standardized tests such as GRE and IELTS/TOEFL.
After successfully qualifying the aforesaid examination with the required marks/points/bands, you can take admission into the desired college/university to pursue master's degree in Electrical Engineering stream.

I am very sorry to say that you cannot apply in any of the University in USA or UK without appearing in any of the above mentioned entrance examination. There is no such provision of getting direct admission.To purse MS course in USA or UK, you must have to complete your Bachelors degree course from a recognized University. Then you must have to qualify in any one of IELTS, GRE, TOEFL examination to be eligible to get admission in different Universities.
