Do government posts us or we have to choose the country before joining?
If I apply for USA, then do I still need an extra language? Do the government posts us or do we choose the country as to where we want to get posted?

If you are looking for a government job, then posting will be according to the government. You can only give preference in right order and you will be allotted posting based on merit. If you have performed excellently, then you may get your choice of posting according to your preference.
