Is it necessary to do IELTS after 10th for applying Canada visa? shall our visa will accept we want to apply without IELTS?

It is not mandatory to take the IELTS. There are a few universities that will accept you without an IELTS.

Essentially, if you have lived and attended school, for atleast four years where English was the primary language then you are not required to submit a proof of language then you are not required to submit a proof of language proficiency. For a masters the normal requirement is two years of undergraduate study, in english.

Here are some of those universities:Brock University, Carieton University, university of Winnipeg, University of Regina, Memorial university, Cancordia University

So though you could possibly be accepted at a university without an IELTS, it's probably a good idea to make sure your English skills are developed enough to actually profit from going to a university in Canada.
