Admission in Diploma Engineering course is based on 10th qualification, therefore, you are definitely eligible for it. Just appear for the polytechnic entrance exam which is conducted on the state level by technical education directorate of that state.

Your Graduation in Arts qualification will not be counted if you are taking admission in Diploma Engineering because it is totally a different stream. For getting admission in a top college you have to be really well prepared for the entrance exam. Hence, start your preparation so that you can get admission in your choice of college.
