I'm doing my B.E., Final civil engineering this year . May i know the eligibility criteria for writing tnpsc group 1 and 2 exams .. its syllabus and when i could write those exams to get good job and how could i prepare for it....

I am engineering graduate(2012 passed out) and my education pattern is 10 3years diploma(CSE) B.E.(CSE) .. Am i eligible to write group 1 and group 2 exams?
I searched for many sites, but i did not get the proper answer for my doubt. In 2015 notification also it mentioned like 10 2 degree . So, Please clarify my doubt.
