Any rules and norms under Calcutta University which allows to skip the 1st year examination?

Would I be promoted to 2nd year if I don't appear for my 1st year of B.Sc Botany examination which I am doing from Victoria College affiliated to Calcutta University? Is there any provision by which I can escape the 1st year examination?
